During the past week false and genuine bomb reports have continued
at a level sufficient to exert constant pressure on security forces.
There have been a number of minor demonstrations and a continuation
anti-British propaganda in the Communist Press directed mainly at students.
The Communists have continued their attempts to improve morale within
labour circles. Police action against Communist targets has continued.
The comparative calm of the border area has been broken only by
minor incidents.

Border Talks
Talks with the Chinese border authorities have continued.
The Governor reported that Senior Inspector Knight had re-entered
British territory on 20 November. This development has had no apparent
effect on the progress of the talks and was not mentioned by either side
at a meeting on 21 November.

At the last meeting our negotiators' impression was that the Chinese
were stalling and making no real attempt to reach agreement: the Chinese
have proposed a further meeting for 23 November.
