Repeated to Hong Kong, POLAD Singapore and Washington

My immediately preceding telegram.

In reply I rejected the Chinese protest and having the correct version of facts lodged strong counter-protest about the abduction of Knight mentioned two Hong Kong Chinese policemen who disappeared on 29 September and said I would report our conversation to you.

Discussion was comparatively polite and I had the impression that the Chinese would like to settle the matter though there will no doubt be some bargaining.

3. Mr. Hsueh did not give me statement so I doubt if it will be published. If it is not I recommend that the matter is kept confidential until we see if anything comes of negotiations. shall be grateful if Hong Kong would keep me informed.
