Discussion was resumed this afternoon at Shum Chun. atmosphere was amicable and businesslike.

We are near agreement on arrangements for the simultaneous opening of the bridge and exchange of personnel; on the question of payments for crops and graves we have firm agreement on the amounts. The Chinese, however, are, still pressing for a fixed time-limit for removal of the fence. but are prepared to accept more than 70 days.

3 Chinese side have now suggested that, in order to avoid using the word "compensation", we should "undertake to offset the losses resulting from the closure of the bridge". We should be glad to have your comments by 0900 Hong Kong time 25 November on whether a formula using these words would be acceptable in the last resort.

It seems likely that further meeting will be held tomorrow with a view to concluding agreement.
