Grateful if you would draw the attention of the M.F.A. to the appearance of this statement, which can hardly be helpful to any negotiations.

2. Although there was only one specific reference to the border, we believe that this statement must have been issued with the agreement of the local N.C.N.A. Office and with the negotiations very much in mind. Either it has the support of the CPG, in which case we can expect any talks to cover the much wider field of general grievances in the new territories; or it may be an attempt by the local N.C.N.A. on their own initiative to ensure that the negotiations fail or at least become extremely difficult.
