4. It is significant that the Director of NCNA and some of his leading officials including Ki Fung who played a leading part behind the scenes in the Macao negotiations crossed the border into China yesterday and today.

5. Obviously if negotiations break down on question of meeting place the Hong Kong Communists will do their best to make the point to Peking that we are being unreasonable and should be dealt with accordingly. If proposals in our paragraph 3 are rejected we therefore intend to suggest a meeting on the bridge at Lo Wu with representative of frontier inspection unit to seek agreement on a meeting place.
