Hong Kong border.

There is no suitable meeting place on our side of the border at Man Kam To and to remove the barrier would take at least three hours. But it is possible to talk round or over the barrier and Man Kam To could therefore be used for preliminary exchanges.

I agree that it would be useful for Mr. Hopson to tell the M.F.A. of the exchanges so far. As for possible places of meeting it might be best not to be too specific in view of our current exchanges with NCNA about preliminary talks (my telegram 1588) but alternate meetings at either end of Lowu Bridge-might certainly be mentioned as a possibility.
