NOTES FOR MINISTER OF STATE FOR CABINET HEEFTING

THURSDAY, 2ND NOVEMBER

Hong Kon

Apart from a tomporary increase in the number of boab reports

on 28th/29th October (probably timed to coincide with the beginning

of "Hong Kong Week") there has been a marked decrease in the number

of genuine bomb incidents during the past week. The comparative

calm of the border has been broken only by sporadic stoning incidenta

and by a civilian demonstration at Man Kam To on 27th October: the

demonstration was dispersed by the Peoples Liberation Army.

Local negotiations which have been taking place et the

China/Hong Kong border over the past ten days have resulted in a

meeting on 1st November, at the Chinese border post of Shum Chun,

between the local Chinese border authorities and Hong Kong Government

officials. The outcome of this meeting is not yet known, but it is

hoped that these talks will lead to the release of abducted Hong Kong

police personnel and to agreement with the Chinese over certain other

border matters.
