Hong Kong

The many telegrams on the Hong Kong border negotiations are imposing a heavy burden on our book cypher staff. I recognise the importance of the subject and we would certainly want to know by telegraph of the main events, but would it be possible for telegrams on points of little detail to be sent to us Saving only? If Far Eastern Department could send us one telegraphic summary this would help to fill in the gaps.

2. On such subjects as the latest incident at Man Kam To (Hong 2 Kong telegram No. 1596 to C.0.) it might be helpful to follow our

practice in reporting exchanges with the Chinese in London and have narrative telegram sent to us En Clair. This would ensure that Peking hau the facts and would also relieve our cypher staff.
