My immediately preceding telegram:

Hong Kong Border.

In the light of the latest events I am inclined on reconsideration (and in spite of paragraph 1 of my telegram under reference) to think that it would be best for Her Majesty's Charge not (repeat not) to report the details of the agreement to the Ministry of Foreign Affairs. If he has not already done so. It would give us more flexibility at this stage if he merely informed them of the NCNA messages of 4 and 5 November postponing the operation of the agreement and asking for a further meeting; and that we still require clarification of what issues the Border authorities now want to discuss.
