Are we right in thinking that decision to sign was taken by District Officer and British Military Commander on their own authority? Although in general we do not think it advisable for action of this kind to be taken by individual officers, we fully realise difficulties of situation in this particular case.
3. We should appreciate your own assessment of possible effect that this action may have on situation in Colony apart from considerations in your paragraph 2.
