large influx of refugees into Hong Kong as a result of chaos in China is a very real one All evidence so far leads us to believe that the PLA are maintaining strict control over entry from the north to the border area, Nevertheless, some people who are determined to get out of China will get through the cordon, though we have detected no significant increase so far in illegal border

crossers.

2. The figure of 30,000 which you mention may represent numbers who have left Canton for the countryside generally. Many may have gone to stay with relatives in the country until the times are calmer. This is a symptom of unsettled conditions which

We have no have been observed in many Chinese cities of late. evidence that such numbers aim at coming to Hong Kong but if things really got out of hand in China we might get many times this number.
