Special Report - Do Fore Gate on Frontier Primary Force. (Mar Sef. KV 035959)

This report covers two separate work operations at the Lo Hong Gate. The first concerns the widening of the gate by the work party of the F.W.D. Contractor now repairing the Frontier Peace. The second concerne preparations by Lo Fong villagers (0.T.) to build a bridge and we believe a dam actoss the river at the Lo Fong Gate.

Widening of the Lo Fong Gate

On 25th October 1966 Mr. WOG Chor-kwong, the FW.U. Clerk of Works and the foreman i/o the contractors work party were conducting a survey of the Frontier Fence near the Do Bong Gate. At this point there has been for a number of years a large gap in the fence through which Lo Fong villagers have driven their cattle and water buffalos to grass on their land on the B.T. side of the Frontier. Some Lo Fong (0.7.) villagers who were present near the gate, said that the rate was too narrow to permit vater buffalos to pass through, and intimated that, should the gap be closed they would re-open it again.

Mr. C.K. WONG consulted his immediate superior in the M.D. Mr. P.T. WONG, and it was decided to repair the gap but to widen the gate sufficiently to allow the passage of livestock.

Between 21st and 25th December, 1966 work to widen the gate was put in hand, and the width of the gate has been increased frim åbout 21 6 0 5'. A double leafed gate has now been hang. There is now no gap in the fence beside the gate.

Construction of a Bridge

On 21st December 1966 a group of To Pong (C.T.) villagers were seen near the Lo Fong Gate measuring the width of the river Aiton at this point.

On 23rd December a quantity of stone and gravel was seen on the 0.7. bank of the river.

On 27th December planks of wood were delivered by a-lorry from the Hop Wo timber yard, Jockey Club Road, Sheung Shui to a point in B.. near the gate. wood was purchased by Lo Fong, villagers.

On 29th December 400 bags of cement were delivered by lorry to the 3.T. river bank near the gate. This was purchased by Lo Fong villagers from the Cheung Shui Kei Store, Sun Fung Avenue, Sheung Shui.

The wood and cement is at present lying on the B.. bank of the river, covered by polythene bags.

Police information is, that the Lo Fong villagers propɔse to build a bridge, and a small dam on the Shum Chun River at the Lo Fong Cate.

With regard to the widening of the gate I believe that the F.W.D. officials took the right decision. The matter was not referred to Police, but had it been I would have advised that in the interests of harmony and for all practical purposes it would bʊ better to widen the gate theun to attempt to repair the gap in the fenca.
