Having requested an urgent appointment with Vice-Minister Lo Kuei-po last night I was summoned by him at 10 o'clock this morning. He immediately began reading a Note about yesterday's Sha Tau Kok incidents, summary in my immediately following telegram. Note placed full responsibility on Hong Kong Police who it alleged opened fire first killing one civilian and wounding eight. Chinese Frontier Guards then opened fire to protect the masses. The Note registered strong protest and demanded public apology. Immediate punishment of all responsible, compensation for victims, release of detainees, and guarantee that such incidents will not be repeated. Note referred once more to "Fascist atrocities" by Hong Kong authorities.

2. I spoke as instructed, registering strong protest on our side, rejected their protest and refused to accept the Note.
