The morale of the civilian population along tha frontier has beon affected by the Sha Tau Kok incident on 8 July and other minor frontier den netrations on the

Chinese side of the border. Chinese military nativity

has ocntimand to ceneo local approhormion.

2. The Acting Governor has agrood, in consultation wi th the Commander of the British Foross, that the primary responsibility for the security of the frontier should be asermed by the military mo ma/initazâa measure. They are

more suitably equipped to deal with armod incursions of the

kind experienced at Ska Tau Kok and it is believed that

their presence there will be a deterrent against any

further similar incursions. The doctrine of minimum foros

will still apply and the forward troops arə equipped with

ton gun which voʻld normally be the firmi vaspon used by

the Police.

3. The Folice will continue to carry out all their other

normal functions in the border aron and will rossamme

their full responsibilities na noon sa tension is

sufficiently reduced.
