50 The Chinese generally seem unwilling or unable to maintain control of their own people, though the Army seems at times to exercise some semblance of discipline. I do not wish to exaggerate the importance of these demonstrations, but they certainly provide grounds for protest which might perhaps most effectively be made in reply to the next Chinese complaint which is received either in London or Peking about our actions here.
