My Immediately Preceding Telegram.

PLA seemed unwilling, or unable to prevent

incidents from starting, but ultimately they ordered

demonstrators off the bridge, and, after receiving reinforcements they linked arms to prevent further incursions. A crowd of 300 to 400 which gathered in the background was not permitted to come forward.

2. In the light of this incident, which is front page news in communist press here on 4 August, ascribing to us responsibility for starting incidents and using tear gas, I hope that you will give further thought to the making of a protest as suggested in my telegram No. 1118.
