My immediately preceding telegram.

Following is text of Protest:

"During the past three weeks a series of incidents have occurred in the area of the Hong Kong frontier at the Bridge at Lo Wu. On a number of occasions groups of Chinese have been permitted by the Chinese authorities to cross the barrier when they have thrown stones, bottles and other missiles at people on the British side and have pasted up posters insulting the Hong Kong authorities. During these attacks members of the Hong Kong police and forces have been injured.

On the evening of 3rd August several groups of Chinese again crossed the Lo Wu Bridge into British territory where they threw stones at buildings and frontier guards and attempted to haul down the Union Flag. The British authorities were compelled to use tear gas grenades on three occasions before the Chinese troops withdrew. Chinese were then observed piling stones on their side of the border apparently for use in further incursions. These events continued for a period of some three hours before the People's Liberation Army at the frontier finally took action to restore control and prevent more incidents.

I have been instructed by Her Majesty's Government to lodge the strongest protest at the failure of the Chinese authorities to prevent these serious incidents which, if allowed to continue, could create a very dangerous situation. Her Majesty's Govern- ment requests the Government of the Chinese People's Republic to

take immediate measures to ensure that there will be no recurrence of such incidents on the border with Hong Kong."
