Incident concluded only after a document was signed by District Officer and local British Military Commander only. This re-stated our position that:-
(A)
non-inflammatory posters put up in British territory, including excerpts from the works of Chairman Mao, would not be defaced; (B) there was no objection to those who crossed into British territory to work holding study meetings;
(c) the safety of those who came to work in British territory was
our concern.
Document ended with expression of our intention to seek to ensure peaceful coexistence in the frontier area.

The document will no doubt be exploited by Chinese press and Hong Kong Communist press for propaganda purposes.
