We fully appreciate the Pakistan Government's
concern for their nationals serving in Hong Kong but
Piracha's information on the Sha Tau Kok incident seems to
be faulty. There is no objection to your giving him in confidence the information in paragraphs 4 and 5 of our Guidance No.189. He should also be told that of the five fatal casualties suffered by the police during the incident, two were Pakistanis (and not five as has been reported elsewhere) and three were Chinese. There have been no other fatal casualties amongst the Pakistani contingent.
2. You may also pass on to him, in confidence, the information in paragraphs 1, 2 and 4 and the first sentence of paragraph 3, of Hong Kong telegram No.1119 to us. emphasizing that the Pakistani contingent is in no way treated differently from other sections of the police as regards the duties they may be called upon to do.
3. He may also be informed, again in confidence, that since the incident at Sha Tau Kok there have been minor incidents of stone throwing by villagers across the border and that the situation in the New Territories themselves is quiet as it has been throughout the disturbances.
