I think that, while we wait for a
reply to (32) and before we discuss with the Governor,
we might :-
(a) Find out a little more about The Queen's
association with the R.C.M.P.
as
"Honorary Commissioner" - Atlantic
Department might be able to help here.
(b)
Ask Mr. Ellis to expand on the reasons for his view (expressed in his minute of
Spoke to Ms. Ellis. The
30 September) that we could not ask
The Queen to nominate a member of the Royal family as "Commandant-General". I am not
sure whether he is implying that it would be
appropriate for Thequeen, and The Queen
alone, to undertake this role if the title "Royal" is granted; or that there is some protocol objection in that we should not
try to preempt a decision that H.M. might
reason for not asking the Quem Herself choose to assume the role. It is
to nominate a member of the
Royal Fannly is to avoid the a
situation where the member
of
the Royal Family nominated is not the personage
considered most suitable by the colony. It would then be impossible to change. We must therefore make a specific request to a specific member of the Royal Family.

the case that we have good reasons for not
asking The Queen to assume the role and these could be explained when we put forward our proposals. Clearly we would want the Royal personage concerned to put in an occasional (even if very occasional)
appearance in the Colony in the context of this appointment; and there are good grounds (of which the Palace is aware) for arguing that The Queen will be unable to
visit the Colony in the foreseeable future.
