Tho disparity in allowances of this kind given on the one hand by Hong Kong to its expatriate staff and, on the other, by H.H.0. to expatriate officers of the Ovarsoan Servios under the 0.5.A.ß. and to thited Kingdomes civil servants posted abroad has been a contiming source of sifficulty in Hong Kong's relations with its overseas officers. Special terms for overseas staff are opposed by Chinese officere and it is with the greatest difficulty that the Governor has been able to persuade Unofficial Members of Councils
even to retain then in their present form. It is emphasised that "Inducement" allowance is not involved in these proposals.
(2) H.M. The Queen to grant the title "Royal" to the Police
There are procedants for this in other Cèlenial Police Forces. The Governor is to consider the quaction of C„P„0's renotion to this, weighed
against the undoubtedly beneficial effect of it in Hong Kong.
The Governor will also consider the possibility of a visit by the
Police Band to the United Kingdom on some suitable occasion e.g. the Royal
Tournament.
