You wrote to me on 24 July under your reference 42/220 SD
about the possibility of U.K. support for some technical education
project. You might like to know that this was taken a stage
further during Lord Shepherd's visit when he invited the Governor
to submit definite proposals.
While I know that the Minister is anxious to do what he can
to secure some U.K. participation in a project of this nature,
I will not conceal from you that there are many difficulties
ahead, not the least of which is the very tight ceiling imposed
on overseas aid and the likelihood that this may be tighter still
in the immediate post-devaluation period.
