A reply is required to (23).

2. The suggestion put forward by Mr. Lynch Maydon in E23 is already under consideration: the marked passages flagged H, K and G refer. We are at present awaiting the Governor's views on the matter, which is one which will be raised with him during his forthcoming visit to London at the end of April.

3. I attach a draft reply to (23), the general line of which has been agreed with Mr. Denson of the Far Eastern Department. The question to be decided is how much information should be He is the given to Mr. Lynch Maydon in reply to his letter.
