You wrote to John Williams on 11 April enclosing
a letter from Mr. Lynch Maydon M.P. about the Hong
Kong Folice. I am sorry that we have not replied
sooner.
It so happens that the suggestion made in
Mr. Maydon's letter is already under consideration.
But there are complications. We have to consider
not only the beneficial effects that the adoption
of this idea would have in Hong Kong but also the
possible reaction of the Chinese People's Government.
You will understand that these complications should
not be mentioned in the reply to Mr. Maydon since
It would be unwelcome for this to leak back to Hong
Kong.
I suggest that ir. Maydon be thanked for letting
the Prime Minister know of the well deserved tribute
to the Hong Kong Police that he mentioned and that he
be told that his suggestion is already under
consideration in consultation with the Governor.
I enclose a draft. The Minister of State has approved
the general lines of this reply,
