Mr. Smith,
There are, of course, precedents for granting the title "Royal" to police forces and I think the most recent instance was in April 1966 when the Police Forces in the Caribbean were given the title, on the suggestion of The Queen, following her visit to that area in February 1966. I can see no objection, in principle, to the Hong Kong Police applying for the title.
2. I know of no case in which a member of the Royal Family has consented to be an "Honorary Commissioner" of an overseas police force this is usually reserved for the armed services but the Royal Canadian Mounted Police may be the exception.
