I enclose a copy of a Top Secret report by the Special Branch on the visit of Soviet shipping officials to Hong Kong, to which my letter (TS 4/64) of April 26th referred.

2.

The three Russians do not appear to have behaved unusually in any way or to have engaged in any covert activities. They devoted most of their time here to business discussions, walking and window shopping. Contracts have now been signed for the repair of five Soviet ships.

3.

I am sending a copy of this letter (with enclosure) to Eddie Bolland in Far Eastern Department and another (without enclosure) to Anthony Williams in Moscow.
