and would be carried out either in London or
Moscow.
I have now discussed this with the Prime
Minister and he has agreed the above line, but
we are not putting it to the Russians until
we have had a word with the Americans.
You will presumably wish to tell the Governor
of Hong Kong of Kosygin's proposal and our
reactions to it. There is no objection to
this, but would you stress that it should be
dealt with strictly on a need-to-know basis?
