to Stuart Ross No. L/M.TS (X1/52) of the 9th March about the Macao garrison?

I have just taken over from Stuart Ross at the Hong Kong desk since he has been posted to Manile, and I thought I had better send you an interim reply to your letter, which is now over a month old.

We have referred your letter to the Foreign Office for their views, but I am afraid I can give you no indication as to how long it will take them to reply. I shall let you know as soon as any further developments occur.
