We agree with the Consul's suggestion that he

should remain in Macao and try to keep the Office running as normally as possible. We consider that to close the Office or withdraw would be interpreted as a sign of weakness.

We therefore wish to avoid taking such action unless members of the Consulate are in serious personal danger.

Please ask Consul when he visits Hong Kong on Thursday, to report on situation in Macao and likely developments. Depending on this, we will consider whether further representations to those already made by our Embassy in Lisbon (their telegram No.213) are required.
