6. The Portuguese Consul-General told the Political Adviser this morning that he had discussed the problem recently with the Governor of Macao, who had been considering cancelling the station's licence but had concluded that the most effective action would be for Hong Kong to jam its trans- missions. He was told that we were not in the least anxious to get involved in a jamming war with the Chinese (in which we should be likely in the long run to come off worst) and that in our view the responsibility for dealing with the broadcasts rested squarely on the Macao authorities.

7. It seems likely that the Portuguese Government are not fully informed from Macao about the unpleasant nature of these broadcasts; and you may wish to consider making early representations to them on the subject in the hope that they will try to prod the Governor into action.
