I send you a copy of my submission of 20 June about the future of H.A. Consulate in Kacso. After discussion with Er. de la Kare, we agreed that before putting this forward we should first find out from Hong Kong whether they would be able and willing to provide the people required to remove our confidential files, providing the Portuguese could guarantee protection and provide the necessery assistance. They have now replied in the affirmative.

høve also, since I drafted the original submission, received e telegram from Lisbon saying that the Portuguese Ambassador intends to call at the Foreign office. Fe can there- fore make our representations here rather than in 'isbon.

3. I have therefore redrafted part of the submission and the telegram to Lisbon to take these points into consideration. However the substance of the matter as we agreed with you reasing unchanged, se you will see from the attached copy of my new submission.
