We could accept limited numbers of people who were not Portuguese nationals but who had showed particular loyalty towards the Portuguese provided they had no other political affiliations and we had a guarantee of their onward movement. We would also of course accept Hong Kong

"belongers".

The operation could be handled here in a manner which would not be excessively chaotic in the circumstances provided that the Portuguese organisation did not break down, It would be helpful if importance of prior organisation could be impressed on the Ambassador and if he could be asked to emphasise our need at the least of advance nominal rolls of those to be evacuated under their auspices.
