can he confirm that all (repeat all) the persons involved would be in transit to 11 some other Portuguese territory"?

are we right in assuming that the Portuguese would be responsible for transporting their civilians to Hong Kong and indeed for transporting them out of Hong Kong?

We should be grateful for any further clarification you can get on these points from the Consul-General.

In addition, we should welcome your views on following:-

(a) would the description of "civilian Portuguese nationals" in your paragraph 2(A) include

any appreciable numbers of persons difficult to distinguish from Chinese?

(6) where would the screening of evacuees take place?

(c) in your paragraph 2(A) you refer to civilians

en route to Portugal. Would the substitution of "some other Portuguese territory" present any difficulties?
