My immediately preceding telegram.
Text of Aide Memoire.
Begins.
The hardening of the attitude of the Canton authorities as indicated through successive demands which, in the last few days and without any reason known to the Portuguese Government, they have presented to the Portuguese authorities in Macao, lead the Portuguese Government to admit the possibility of some violent measure on the part of China.
D
The Portuguese Government do not know what the motives for this may be but they consider it necessary forthwith to take all adequate steps with a view to the evacuation of civilians and for their transport to Hong Kong.
The Portuguese Government would therefore greatly appreciate the grant of facilities by the Hong Kong authorities for the transportation of civilians to that city and for their accomodation and maintenance pending the transfer of the refugees to some other Portuguese territory.
Ends.
