In view of events in Peking (and the way in which events in

Shanghai inspired the extremists in Macao to action against our Consulate in May) and the appearance in a Hong Kong paper here of an inexplicable Article pronouncing that the Consulate will be reopened in the near
future we think that:-
(see loz)

(a) the extremists in Macao may be on the lookout for trouble;
(b)
it would be inadvisable for any attempt to be made to visit the Consulate again for at least a week; and
(c) the dismissal of the staff (which would entail speedy public
knowledge of our intentions) should be postponed until mid-October: mich. Suphamber
We have indicated to the Macao Government through the Portuguese Consul General here that we believe there to be risk of action by the extremists against the Consulate and that we hope they will take suitable precautions.

The newspaper article about, the reopening of the Consulate may of course have been a kite flown by the Macao Government. The Portuguese Consul General referred to it and was told that we had made no final decision yet. There is little doubt that the Macao Government hope that at the very least we would make no public move to close the Consulate until after the Macao Grand Prix in mid-November. They are making a big effort to ensure that the Grand Prix takes place as usual and that everybody takes this as a sign of a return to normalcy in Macao.
