provided and we will work on the assumption that all the evacuees will go on to some other Portuguese territory. A few exceptions can perhaps be made at the discretion of the Hong Kong authorities for those with e.g. strong family connections

with Hong Kong.

The Portuguese must arrange the transport of evacuees from Macao to Hong Kong. It would not be appropriate for the Hong Kong authorities to undertake this and they could not do so without making

a major dispute with the Chinese ova the delineation of territorial

waters.

4. We propose to speak on the lines of paras 2 and 3 above to the Portuguese Ambassador as soon as possible. Please speak along the same lines to the Portuguese Consul General.
