Ministers have agreed that we should reply to

the Portuguese along the following lines:

2. The Hong Kong authorities will provide transit facilities in Hong Kong for Portuguese civilian nationals from Macao to the extent they are able, having in mind the following considerations.

3. These are:

(a) No undertaking can be given to receive persons

of Chinese origin, other than those who are Portuguese nationals. (If the Ambassador asks for facilities for Chinese who are not, (repeat not) Portuguese nationals, we should say that, bearing in mind the serious political problems involved, their reception would be entirely a matter for your discretion.) your own information, you should, as you have suggested, refuse to receive any persons whom you have grounds to believe may be activists or agents of the K.M.T. and therefore persona non grata to the C.P.G.

(b) Only transit facilities will be provided and we will

work on the assumption that all the evacuees will go on to some other Portuguese territory. few exceptions can perhaps be made at the discretion of the Hong Kong authorities for those with e.g. strong family connections with Hong Kong.

(c) The Portuguese must arrange the transport of evacuees from Macao to Hong Kong. It would not be appropriate for the Hong Kong authorities
