We invited the Portuguese Consul-General to discuss detailed arrangements for evacuation today.
2. He said he was at present unable to provide an advance list or to give details of embarkation and numbers. He had spoken by telephone to the Governor of Macao earlier today who had said he had so far made no detailed plans for evacuation. The Consul-General had impressed upon him the need to give as much detailed information in advance as possible. He gained the impression that the Governor and his staff were under such pressure that they had little time for contingency planning of even the most rudimentary kind. The apparent immediate lack of concern by the Macao Government about evacuation suggests that they may still be hopeful that further negotiations will be fruitful.
3. The Consul-General has agreed in principle that all those Portuguese nationals in possession of Portuguese passports or Salvo Conductos who have already left Macao and are at present in Hong Kong would be included in the official evacuation lists and I am arranging to send him lists of such persons.
4. He finally said that the "TIMOR" (my telegram No.78) would remain in Hong Kong until the position became clearer.
5. Our plans for reception of up to 3,000 refugees are now complete.
