Arrangements outlined in your paragraph 1

for reception of Portuguese military personnel are agreed.

We do not want to inform Portuguese about arrangements at this stage. When military personnel start to arrive arrangements should be explained to Portuguese who should be informed that, as in the case of civilian Portuguese nationals, transit facilities only can be provided. Portuguese should be pressed to arrange very early onward movement of military personnel.

3.

We should try to avoid any question of our forces having to disarm Portuguese forces. Best arrangement would probably be to ask Portuguese to collect and hand over all arms for safe storage while troops are in Hong Kong; these would be returned to them on their departure.
