Macao.

H. M. Consul has taken the book cypher

material referred to in your paragraph 2 back to Macao. He hopes that this cypher link will be used only in an emergency and for telegrams which are of direct (repeat direct) concern to Macao.

2. The RT link has been installed. Consul's view is that its establishment should not be discussed with the Portuguese.

Despite paragraph 4 of our telegram No.93, the Governor of Macao has so far offered the consul no in- formation about the details of the agreements signed nor any assessment of the likely course of events in the near future. We are trying to learn more from the Consul General here but it is likely that he himself does not know very much. Any further information that H. M. Embassy can acquire in Lisbon would therefore be of special value to us. Apart from the details of the settlement we should be particularly interested in know- ing what action (if any) is proposed over the four officials who left Macao and are now presumably in Portugal.
