So far as Ministerial contact is concerned,
Lord Shepherd has not seen Keswick since attending
a Hong Kong Association lunch last September.
2. He has not therefore been briefed in any way and
in view of your paragraph 3 it would seem important
that Li should be made aware that Keswick has no
repeat no official backing in his request for an
interview.
