I submit below a minute by Mr. Carter and

a submission by the Foreign Office, which in fact has already been approved by Mr. Rodgers.

Hong Kong telegrams at flags A and B and

the relevant Peking telegrams were discussed

at a meeting I held with the Foreign Office yesterday morning at which Mr. Carter and Mr. Gaminara were present. We came to the conclusion that the course of action proposed

in paragraph 5 of Hong Kong telegram 330 at

Flag B should be supported and that the

discussions with the Chinese representatives

should be carried out by Mr. Cater, because

technically he is now no longer a Hong Kong

Government official. This will keep the

discussions on an informal basis and help

to avoid committing the Hong Kong Government if at some later stage we did not wish to pursue them.

I recommend that we agree to the Governor's proposals in paragraph 5 of his telegram No. 330 (Flag B) and also that

Mr. Cater should be his representative.
