I hope IRD would feel able to get such pieces planted. in the British Press there is scope for publicity on maltrea of businessmen, Merchant Marine officers, etc., with the object of getting over to the Chinese that their conduct is likely to damage trade.

As pointed out in separate correspondence, the Chinese hope of Canadian recognition offers special additional opportunities.

Altogether the Chinese as they improve their behaviour seem to be growing more vulnerable to well-judged publicity. The evidence suggests we may have found an opening. We should exploit it to the full. I appreciate we cannot decide all these matters on our own and that the banks and commercial firms are involved but I am sure if we put arguments forcibly they will agree.
