Since the above submission, the chargé d'Affaires in Peking hed in Teking telegraze Nos. 898 and 905 criticised the Governor's handling of the matter of detainees; Governor has defended his actions (Hong Kong telegram No. 2038). 2. I think that in general the Governor has made his case. He is due here for consultations in the week beginning 21 October (followed by leave). Se can then review the whole position with him in the light of the points which he and Mr. Cradock have raised. I have amended the draft telegram in this sense.

In an effort to prevent further acrimonious telegraphic exchanges in this matter, theCommonwealth office are sending a personal telegram to the Governor and I propose to send a personal telegram to Kr. Cradock (whose last telegram was drafted in unduly abrasive language). A draft will be submitted later.
