The Chinese might conceivably be encouraged by the fear of bad publicity to allow access, especially if they wish to allay doubts about Grey's health. Such an interview would also provide an opportunity for Chinese to express themselves in general on Grey question. 2. Unless I hear to the contrary from you by 5 September Hunter (First Secretary) will seek an interview.
