In response to my request to pay farewell calls at M.F.A. I was received this morning by Deputy Director of Protocol Department. Apart from exchange of absolutely minimum courtesies, I said it was a matter of great regret to me that I had to leave while 13 members of my staff, including women and children, were still awaiting their exit visas, some of which had been applied for as long ago as May. Consular Department had said this morning that these would be issued according to normal procedure. Up till now procedure had been anything but normal and I therefore hoped that these outstanding visas would be issued without delay. Chou Min replied that he regretted that I had raised this question during a formal farewell visit and said Consular Department had already given us the answer.
