There would be advantage in including countries where Peking is represented e.g. Kenya, Sudan, but who are not themselves represented in Peking.

2. I agree it might be wise at least to keep Russians informed as they are bound to hear about it from eastern Europeans and may be consulted by some of them.

Your para. 3(a): Memorandum should include information that Her Majesty's Government agree (repeat agree) exit visas are at present overdue, including both my own and my Commercial Counsellors, (the latters' by 3 months).

I agree generally adaptation of the rest of your proposal. I doubt if it is worth while summoning the Chinese Chargé

d'Affaires at this stage.
