I wonder, however, whether consideration might not be given to an act of clemency in releasing some of the Hong Kong prisoners with the aim of securing agreement with the Chinese to release Grey.
I know only too well the arguments that will be brought forward against such a course. They are reasons of State and I have nothing to set against them. This country has, however, often thought it a sign of strength to put concern for the individual before reasons of State. I ask you, in the light of your greater knowledge of the situation, to consider whether you might use your great influence to move the Government of Hong Kong towards an act of clemency.
