5. The prerequisite for entering into any negotiation with the Chinese about Mr. Grey is that we should be prepared to offer to release in Hong Kong at least some of the 13 persons imprisoned before this would normally take place. The matter has been brought to a head by a letter from Mr. Gerald Long to the Secretary of State in which he asks whether an act of clemency could not be made. We shall have to discuss the matter with the Commonwealth Office and thereafter with the Governor. I think it would be useful if we had a meeting with the Commonwealth Office early next week. In the meantime an interim reply can be sent to Mr. Long.
