months have passed since his last (and only)

visit to Mr. Grey. That visit was only con-

beded by the Chinese authorities after the New

China News Agency representative in Hong Kong

had been permitted a visit on special terms to

the two N.C.N.A. correspondents and some eighteen

other "patriotic newspaper workers" imprisoned

in Hong Kong. Sir D. Hopson has now recommended

that he be authorised to approach the Chinese

Ministry of Foreign Affairs and propose a

Further visit to Mr. Grey in exchange for another

Found of special visits in Hong Kong (Peking

Tel. No. 587).

The Governor of Hong Kong has commented

that, while he would prefer Sir D. Hopson to

press first for non-consular visits to Mr. Grey

by a friend, he would nevertheless, suspect to

certain guarantees, be prepared to consider

nother round of visits by the N..N.A. representa

tive in Hong Kong on or about 15 July.

Governor has, however, added that he has doubts

about our continuing to demonstrate to the

Chinese in this way the importance we attach to

The

Er. Grey's welfare. It seems to the Governor

that this is liable to increase Mr. Grey's
